Most mobility scooters sold in the US run between 4 and 8 mph, because that is walking pace and it is what sidewalk and indoor use calls for. Crossing 20 mph changes the machine, not just the number. You get a bigger motor, hydraulic disc brakes instead of drum brakes, a longer wheelbase for stability, and pneumatic tires with real tread. It also changes where you can ride. At these speeds most of these are road or private property machines rather than sidewalk machines, and several models ship with lights, mirrors and turn signals for that reason.
The MIA range is the fastest thing on this page. The FOUR X4 runs a 7200W four wheel drive setup, one motor per wheel, with double wishbone suspension, a 30 degree climbing grade and 60 miles per charge. The two wheel drive FOUR X2 at $5,950 and FOUR X2 GT at $6,450 carry the same 45 mph rating on a lighter frame.
Read the speed number carefully. MIA units sold in the US ship limited to 25 mph to stay inside road rules, so 45 mph is the unrestricted capability of the machine rather than what you will ride out of the crate. The folding SPYQE at $3,495 and SPYQE GT at $3,995 are rated 32 mph under the same limit, and both fold to 17.3 inches for a trunk or a closet.
The Pushpak trikes are the seated option, and the only machines here that carry passengers. The enclosed cabin Pushpak 7000 is the fastest of them at 30 mph with a full lighting package, room for three and 43 miles per charge. Everything else in the range runs 25 mph with up to 50 miles of range.
Weight capacity is the reason most people buy these. The Pushpak 4000 at $5,095 and the 3500 at $4,895 are rated 770 lbs, and the Pushpak 6000 at $5,295 reaches 990 lbs on a 1000W motor. That is total load across every rider and everything carried, which is what makes them work as a two person or three person vehicle rather than a scooter with a bench.
The EZ-Raider models are folding standing decks built for ground that stops a wheeled scooter. The HD4 reaches 28 mph on a 1200W drive with hydraulic dual piston brakes, 9.5 inch ground clearance and 50 miles of range. The HD2 at $15,900 runs 25 mph and the LW at $11,375 runs 24 mph on a lighter frame.
CycleBoard covers the same idea for a fifth of the money. The X-Quad 3000 at $4,295 hits 27 mph across five ride modes with 3000W of peak power and 50 miles of range, the golf caddy version at $4,499 adds a bag mount and a 3 year parts warranty, and the three wheel Rover at $2,499 is the cheapest way onto this page at 25 mph.
The RMB Multi Point AWD Kodiak sits between the two groups. It is a seated recreational trike with a motor on each rear wheel, 24 mph with both engaged, a two speed control switch and a removable 48V lithium pack good for 31 miles. If you want a seat and a backrest but do not need to carry a passenger, this is the one to look at first.
Start with whether you need to sit down. Riders who need a seat, a backrest and somewhere to put a bag are choosing between the Pushpak trikes and the RMB Kodiak. Riders who can stand and want the machine to fold are looking at MIA, EZ-Raider and CycleBoard.
Then check weight. The standing models are rated 300 to 440 lbs, which is normal for a single rider but leaves no room for a passenger. Last, decide how much of the speed you will really use. A 45 mph rating that ships limited to 25 mph and a machine built for 25 mph get you to the same place. What separates them at that point is range, brakes, suspension and whether the thing folds.

In most places no. Sidewalk rules generally assume walking pace, and at 20 mph and above these are treated as road or off road vehicles depending on your state. Several models here ship with lights, mirrors and signals so they can be registered where that is allowed. Check your own state and city rules before you buy.
It depends on the state and on how you ride. A machine used on private property or trails usually needs neither. A machine registered for road use often needs both. We can tell you what each model is set up for, but the registration question has to be answered by your state DMV.
