There are two kinds of sand and they need two different machines. On the hard wet sand near the water, on beach mats and on the path down, an all terrain mobility scooter does the job. On soft dry sand it does not, even one sold as an all terrain model. The tires sink, the deck grounds out and the wheels dig a hole.

Hard wet sand needs an all terrain scooter. Soft dry sand needs an electric ATV or a true off road wheelchair. Work out which sand you ride first, then pick the machine.
Hard wet sand. The strip the tide packs down rides almost like a dirt road at low tide, and so do beach mats and the paths through the dunes. An all terrain mobility scooter with wide tires covers all of it, and that is the cheaper and more useful buy if it is where you spend your beach day.
Soft dry sand. Above the tide line the sand behaves like a bag of sugar. This is where regular mobility scooters stop, including the ones sold as all terrain. A narrow tire sinks, the frame settles onto the sand and the driven wheels spin in place. Getting across it takes an ATV style machine or an off road wheelchair, which is what the rest of this page lists.
On hard wet sand, yes, if it has wide tires and real ground clearance. On soft dry sand, no. That is a job for the electric ATVs and off road wheelchairs on this page, and no regular mobility scooter will do it however it is labeled.
All terrain on a mobility scooter means grass, gravel and rough paths. Those surfaces hold a wheel up. Dry sand does not, so the tires sink until the frame is resting on the sand and the wheels are turning in a hole they dug themselves.

No. The MIA quads and most EZ-Raiders are stand on decks, but the EZRaider Access, the TerrainHopper Overlander and the Outrider Coyote are all seated, and the Coyote is a full off road wheelchair.
Salt spray and wet sand corrode anything left on them. Keep the tires above the waterline, hose the frame and wheels with fresh water after a beach day, let it dry fully before charging and keep sand out of the charging port.
Under the ADA, public beaches and parks must let people with disabilities use wheelchairs and other power driven mobility devices, and can only restrict a larger device for a stated safety reason. Rules on size and speed vary by beach, so check with the park or town before you go.
